Sunday holiday for public sector; Paid off for UAE private sector

Ministries and Federal Departments will remain closed on Sunday, 11th of Rabi Al Awwal, 1435 Hijri, corresponding to January 12, 2014, to mark the birth anniversary of the Prophet Mohammed (PBUH).

The public holiday was announced according to a circular issued today by Humaid bin Mohammed Obaid Al Qattami, Minister of Education and Chairman of the Board of the Federal Authority for Human Resources (FAHR). The decision has been made based on Clause 5 of Article 100 of Cabinet Resolution No. 13/2012.

Al Qattami extended greetings to President His Highness Sheikh Khalifa bin Zayed Al Nahyan; Vice-President and Prime Minister of UAE, and Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum; and Their Highnesses the Supreme Council Members and Rulers of the Emirates, people of the UAE and Muslim countries all over the world on the auspicious occasion.

Centre clears Tesco’s retail plan

New Delhi: The Foreign Investment Promotion Board on Monday approved UK-based Tesco Plc’s proposal to enter the Indian multi-brand retail segment in joint venture with Tata Group company with an initial investment of $110 million (about Rs 680 crore).

Tesco proposal entailing investment of $110 million has been cleared, sources said after the FIPB meeting held here.

After the approval, Tesco will pick up a 50 per cent stake in Trent Hypermarket Ltd, a wholly-owned subsidiary of Trent Ltd, a Tata group company. Tesco is the first global retailer to apply for multi- brand retailing after the government allowed 51 per cent FDI in the segment in September last year.

Trent Hypermarket runs 16 outlets in the southern and western regions with support from Tesco. The UK retailer plans to sell 14 categories of products, official sources said.

The items to be sold at its stores include tea, coffee, vegetables, fruits, meat, fish, dairy products, wine, liquor, textiles, footwear, furniture, electronics and jewellery.

The FIPB, headed by economic affairs secr-etary Arvind Mayaram, considered 12 items including Tesco’s FDI proposal. India allows FDI in most of the sectors through automatic route, government approval is required in certain sectors sensitive for the economy.

Reacting to the FIPB nod to the $110-million proposal in the Indian multi-brand retail segment  that will allow Tesco to work on practicalities of setting up a joint venture with Tata group firm Trent, UK-based Tesco said:“Tesco is pleased that the FIPB has agreed to our proposal. This will now allow us to work on the practicalities of setting up the joint venture with Trent. Any such announcement will be made in the usual way."

Thank you but no thanks, Pervez Musharraf tells Pakistan government

Islamabad: Former military ruler Pervez Musharraf has rejected 'with thanks' the government's offer to bring his ailing mother to Pakistan from Dubai, one of his aides said on Monday.

"Thank you very much but don’t try to fool people," Aasia Ishaque, Musharraf's spokesperson, said when she was asked about his reaction to the offer made by the government on Sunday.

The government said it was willing to bring Musharraf's 95-year-old ailing mother from Dubai in a special aircraft or an air ambulance as a humanitarian gesture so that the two could be reunited.

The government also offered to provide her medical treatment.

"The government is trying to fool the people of this country. Musharraf has enough resources to bring back his mother if her health permits," Ishaque told reporters.

"The offer clearly shows that the government now knows that Musharraf is not going to run away despite all the pressure." Advising the government to "concentrate on the miseries of the people", she said Musharraf will remain in Pakistan and fight "politically motivated" cases against him.

The 70-year-old former army chief, who is facing a plethora of cases, cannot travel abroad as he is included in the Interior Ministry's Exit Control List (ECL).

Musharraf's petition to have his name removed from the ECL, so that he could fly to Dubai to visit his mother, was rejected by the Sindh High Court.

Information Minister Pervaiz Rashid said on Sunday that the independent judiciary will decide Musharraf's fate.

The former army chief is set to appear in a special court on January 1 to face charges of high treason for imposing emergency in 2007.

He is the first general to face trial for treason. If convicted, he could get life imprisonment or the death penalty.

Bhopal: Chancellor of Maharishi Mahesh Yogi Vedic University, Girish Chandra Verma was arrested for allegedly sexually exploiting a former woman employee for several years, police said today.

Verma, also the chairman of Maharishi Vidya Mandir School Group, was arrested last evening on the complaint filed by the victim about nine months back, they said.

He was arrested amid high drama as his security guards offered stiff resistance against police action. Verma was picked up from his sprawling 10-acre ashram on the Bhojpur road here and taken to the Jehangirabad police station for recording his statement, officials said.

He had earlier been summoned to the Mahila Thana in Bhopal for questioning two days back, police officials said. City Superintendent of Police Saleem Khan said Verma has been charged under sections 376 (rape) and 506 (criminal intimidation) of IPC

Subrata Roy moves SC seeking permission to go abroad

New Delhi: Sahara Group chief Subrata Roy, who has been restrained from going abroad for failing to refund Rs 20,000 crore investors money, on Thursday moved the Supreme Court seeking its permission to go overseas for business purposes.

A bench of justices K S Radhakrishnan and J S Khehar said that it would hear his plea on January 9 when the main case for handing over title deeds of Rs 20,000 crore of group's unencumbered properties to SEBI would be taken up for hearing.

Senior advocate C A Sundaram, appearing for Roy, submitted that his client has some business overseas and he is needed there. He submitted that Roy would come back to country within three days of the notice period.

The bench, after hearing his arguments, said that it would consider the plea on January 9 and also asked the SEBI to respond on the nature of title deeds handed over to it by the group.

Tightening the noose around Sahara group for not refunding Rs 20,000 crore investors money, the Supreme Court had on November 21 last year barred Roy from leaving the country and also restrained it from selling any of its properties.

The apex court had said its order for handing over title deeds of Rs 20,000 crore unencumbered properties to SEBI was not followed by the group in "letter and spirit" and prevented Roy along with other directors of the group Vandana Bhargava, Ravi Shankar Dubey and Ashok Roy Choudhary from leaving the country. 

In his application, Roy pleaded the apex court to consider his plea sympathetically and allow him to visit UK and USA.

Three contempt petitions filed by SEBI against Roy, the two firms--Sahara India Real Estate Corp Ltd (SIREC) and Sahara India Housing Investment Corp Ltd (SHIC)--and their directors are pending before the court.

It had on August 31 last year directed the Sahara group to refund Rs.24,000 crore by November end.

The deadline was further extended and the companies were directed to deposit Rs 5,120 crore immediately and Rs 10,000 crore in first week of January and the remaining amount in first week of February.

The group, which had handed over the draft of Rs 5,120 crore on December 5, has failed to pay the rest of the amount.

The two companies, their promoter Roy and directors Vandana Bhargava, Ravi Shankar Dubey and Ashok Roy Choudhary were told to refund the collected money to the regulator.

Earlier, the Group agreed to hand over documents of its 71 properties which it claimed to be worth Rs 20,000 crore as security with the SEBI for refunding investors money.

The court had granted time to SEBI to verify the genuineness of the property deeds submitted by the company and posted the case for the next hearing on January 9.

Sahara said the properties submitted are spread across cities such as Mumbai, Cochin, Noida, Ajmer, Aligarh, Haridwar, Muzaffarnagar, Raipur, Amritsar, Jhansi, Kanpur and Faridabad.

Bangalore: The state will kick off the new year with the induction of two new ministers, senior Congressmen D.K. Shivakumar and R. Ros­han Baig, set to be sworn in at Raj Bhavan on Wed­n­esday evening, in the teeth of opposition from Chief Minister Siddara­maiah, who would have preferred a cabinet expansion after 2014 parliamentary polls.

With Shivakumar bereaved – his father passed away on Tuesday – there is however speculation, that the Vokkaliga leader will take the oath of office at a later date.

The move, comes after the Congress high command overrode Chief Minister Siddaramaiah on his concerns that the induction of the two stalwarts would divide the party in the run up to crucial parliamentary polls in May 2014.

Shivakumar had played a stellar role in winning the parliamentary bypoll for his brother D.K. Suresh from Bangal­­ore Rural, and had expected to be rewarded with a cabinet berth sooner.  

In the 34-post cabinet, five seats are still lying vacant. Moves to bring in Manohar Tehsildar and H.Y. Meti, a fellow Kuruba MLA to fill in the vacancies, may not see fruition as the party high command has only sanctioned the induction of the two stalwarts. Two senior legislators may be appointed parliamentary secretaries.

Pope hasn’t abolished sin: Vatican

Vatican City:  The Vatican felt compelled on Tuesday to deny that Pope Francis had “abolished sin”, after a well-known Italian intellectual wrote that he had effectively done so through his words and gestures.

The singular exchange began on Sunday when Eugenio Scalfari, an atheist who writes opinion pieces for the left-leaning La Repubblica newspaper, published an article titled Francis' Revolution: He has abolished sin. Scalfari, treatise-like article said that Francis believed sin effectively no longer existed because God’s mercy and forgiveness were “eternal”. 

Vatican spokesman   Federico Lombardi told Vatican Radio that “this affirmation that the Pope has abolished sin” was wrong.

Salman Khan, Katrina Kaif rule mobile search trends in Q4 2013

New Delhi: Bollywood stars Salman Khan and Katrina Kaif ruled mobile search trends in October-December quarter last year, mobile video and media company Vuclip said.

However, Aamir Khan-starer Dhoom 3 was the most searched term on mobiles in the last quarter of 2013.

"Dhoom 3, a Bollywood blockbuster movie topped the list, surpassing sensational superstars Katrina Kaif and Salman Khan," Vuclip said in a release.

Vuclip announced that it is experiencing a rapid global adoption and popularity in mobiles and expects to reach 100 million monthly unique mobile users globally soon.

"I expect 2014 to bring even more excitement and passion from consumers around the world for mobile video. We are already starting to see tremendous shifts in the Middle East and throughout Southeast Asia," Vuclip CEO Nickhil Jakatdar said.

2013 brought a major revolution in democratising access to mobile video for the masses. While, it used to be available to only the elite few with smartphones and on high-quality networks, now innovations in technology, as well as pricing have changed the game, he added.

Emerging markets like India are at the forefront of the mobile video revolution, Jakatdar said.

Vuclip also released the trends in 2013 in India with regards to mobile video.

Strong inclination for sharing mobile videos and a preference for long form content reign as the popular trends among Indians, it said.

Sixty five per cent of Indian respondents share mobile videos compared to 53 per cent globally, Vuclip said.

Indian youth under 18 years old fuel this phenomenon with a whopping 87 per cent saying they share mobile videos regularly.

Superhero movie trailers surfaced as the most often shared trailers in India with 36 per cent of vote, also hugely popular among the under-18 crowd.

Gold gains for second day on global cues

New Delhi: Gold prices rose for the second straight day by gaining Rs 120 to Rs 30,120 per ten grams in the national capital on Monday largely in tandem with a firming trend overseas.

Silver too maintained its upward journey for the fourth straight session and moved up further by Rs 250 to Rs 45,000 per kg, after gaining Rs 1,200 in the previous three sessions.

Traders said increased buying by stockists and jewellers amid a firming global trend, as the dollar's slump boosted demand for precious metals as an alternative investments, mainly influenced gold prices.

Gold in New York, which normally sets price trend on the domestic front, up by 0.1 per cent to USD 1,214 an ounce, while silver by 0.7 per cent to USD 20.04 an ounce.

On the domestic front, gold of 99.9 and 99.5 per cent purity advanced by Rs 120 each to Rs 30,120 and Rs 29,920 per ten grams respectively. It had gained Rs 100 on Sunday.

Sovereign, however, remained steady at Rs 25,100 per piece of eight gram in scattered deals.

Silver ready rose further by Rs 250 to Rs 45,000 per kg and weekly-based delivery by Rs 320 to Rs 45,150 per kg on increased offtake by industrial units and coin makers, while silver coins continued to be asked at last level of Rs 85,000 for buying and Rs 86,000 for selling of 100 pieces.

Pervez Musharraf says Pakistan army still backs him

Islamabad: Former military ruler Pervez Musharraf, hemmed in by legal woes, has dismissed the notion that Pakistan's powerful army has abandoned him, saying the 6.5 lakh force was still with him.

"I have led my men at Brigadier level and as Chief. Ask the 6.5 lakh personnel," Musharraf said when asked if the Army had abandoned him.

He said he had led the army as a leader and not the commander.

"The real leadership is without the stars on your soldier. Remove it and then see if your men actually listen to you," Musharraf said in an interview to ARY news channel aired last night.

He said the 6.5 lakh-strong Army had not abandoned him. This was the second interview Musharraf gave to the news network.

In an earlier interview the 70-year-old had sought "forgiveness" for any wrongs he may have committed during his nine-year rule and said he will face all cases against him and not run like a coward. Asked about the negotiations with the Taliban and other militant groups, he said he supported it but "talks should be held from a position of strength".

He said talks are been held from a position of weakness. Musharraf is set to appear before a Special Court on January 1 on treason charges.

The special court was set up by the Nawaz Sharif government to try the former military ruler for high treason for suspending the constitution in 2007.

The former president is charged with abrogating, subverting, suspending, holding in abeyance and attempting to conspire against the 1973 Constitution by declaring emergency and overthrowing the superior judiciary in November 2007.

On November 17, the government decided to initiate treason proceedings against Musharraf, who came to power in 1999 by toppling a government led by Sharif and ruled till 2008 when he was forced to resign after being threatened with impeachment.

He lived in self-exile for about five years and returned to Pakistan in March to contest elections but was hauled to court in different cases, including one over the 2007 assassination for former premier Benazir Bhutto. 

Musharraf has secured bail in four major cases against him but the trial for treason poses the biggest challenge to the former army commando.

This is the first time in Pakistan's history that a military ruler has been put on trial for treason.

If convicted, Musharraf could face life imprisonment or the death penalty.

The military, which has ruled Pakistan for more than half of its 66-year history, has not commented on Musharraf's case. A Pakistani court on Monday said it was unable to lift a travel ban on Musharraf, who wanted to go abroad to meet his ailing mother.

Hyderabad: Eleven minor tribal girls residing in a students' hostel run by an NGO in Nalgonda district of Andhra Pradesh, have alleged sexual assault by their tutor for the past five months, police said on Saturday.

According to Nalgonda Superintendent of Police T. Prabhakar Rao, a case wason Friday registered against accused R. Harish following a complaint by the victims.

Harish, who was appointed by the NGO management was also staying in the same hostel in Enemeedha Tanda under Tungaturthy Gram Panchayat, where the abuse happened. He allegedly threatened the girls and sexually abused them, a police official said.

As many as 78 students comprising boys and girls are staying in the hostel.

"Harish was on leave for three days last week, when girls came out and informed their kin about their trauma. We immediately swung into action and sent the girls for medical examination. All the children are below 13 years of age. We formed special teams to catch the accused," Rao told PTI.

However, sources in the department said that police have already nabbed Harish and are questioning him.

The couple - Srinivas and Sarita - who are running the NGO will also be questioned on any violations in running the hostel, the police official said. As of now, a case under relevant sections of protection of children from sexual assault besides cheating, has been registered, he added.

Meanwhile, a police official from Nalgonda district said that a case under Nirbhaya Act was being filed against the accused. A social organisation has also filed a complaint with the State Human Rights Commission demanding justice for victims.

Neither death sentence nor new law has acted as a deterrent. The number of rape cases in Delhi have almost doubled. Till November this year, 1,450 cases of rape cases were registered against 706 in 2012. There is an element of positivity about it, as police say that more women are coming forward to report rapes. But as Indian women are known for, not all aren't comfortable reporting about rape.The only mistake of a 23-year-old software engineer, who was kidnapped and raped in a cab Hyderabad, was that she trusted the cab drivers to take her to her hostel. More youth taking to crime in Mysore

Mysore: In a worrying trend,  most of those involved in crime in Mysore - that has seen a jump of five per cent  in 2013 -  are between 17 and 30 years old.

More youth are taking to crime in the city than even in Bengaluru owing to unemployment and poverty, according to city police commissioner, M. A. Saleem, who , however claims the city is still safer than Bengaluru.

Mysore has a 10 per cent lesser crime rate than the state's capital owing to intensified preventive measures such as the special programme, Abhaya for senior citizens, he contends.

"We are trying to rehabilitate the first time offenders by getting them jobs,” Saleem adds.

Claiming that the detection of crime was 15 per cent higher last year than in 2012, he says cases of chain snatching have come down drastically.

“We are oberving 2014 as a crime prevention year .

We have done a survey in Mysore and  identified 822 senior citizens who are living alone and under a new service called ‘Abhaya’,  our policemen visit their houses once during the day and once at night,” he reveals, dismissing the so called kidnappings and missing persons cases reported during the year as mostly love affairs.

Melbourne: Two teenagers were on Tuesday charged with brutally attacking and robbing a 20-year-old Indian student in Australia who suffered serious head injuries in the incident. 

Manrajwinder Singh from Reservoir remained in an induced coma in a hospital here after being bashed up by thugs early on Sunday. 

Singh, in Australia to study accounts, was sitting with two other friends near the footpath east of Princess Bridge when they were approached by eight men, according to a police statement. 

The offenders, perceived to be of African appearance, assaulted Singh by kicking him on the head and hitting him with a stick. 

A 17-year-old Sydenham boy has been charged with intentionally causing serious injury, robbery and theft, the Victoria police said in a statement. He faced an out of sessions court hearing today and has been remanded in custody to appear at a children's court on January 2. 

Earlier, a 16 year-old St Albans boy was charged with serious assault and remanded in custody. The teen was recognised by Protective Services Officers (PSO) from media coverage of the incident, the statement said, adding the PSOs arrested the boy just before midnight at Sunshine Railway Station. 

The third arrest in the case, a 15-year-old Ascot Vale boy has been released and is expected to be charged on summons. A search is on for five others believed to be involved in the incident. 

The police have appealed to the public for any information to contact them. The incident was described as a cowardly attack by Detective Senior Constable Adam Foley. 

"It was just an opportunistic target from the offenders, they've just seen them there and approached them and done what they've done," Foley said. Singh's brother Yadwinder Singh, meanwhile, pleaded for justice. 

"They hit him on the head and he is in coma. I couldn't just believe it. My brother should get justice because he is fighting for his life," he said.

Photographer in South Africa seeks justice

Hyderabad: Narender Kumar, a photographer covering the ongoing India-South Africa Test series in South Africa, is at his wits’ end, trying to recover his stolen equipment with `15 lakh.

Narender, who is on assignment for a cricket magazine, had travelled from Johannesburg to Durban on an Intercape bus on December 6. Despite Narender’s insistence, the bus driver and his helper forced him to place his equipment in the boot.

Narender discovered upon his arrival that his equipment was missing. He suspects the hand of the driver and his helper, as he claims they were the only ones to know how much his equipment cost.

Narender has since lodged an FIR with the Durban police, made numerous requests to the manager of the Indian team, Cricket South Africa CEO Haroon Lorgat, several BCCI officials and even appealed to the President of India, the Prime Minister, External Affairs Minister and other relevant government officials.

But so far, all his efforts have failed to bear any fruit and with Just a day to go before his tour ends, Narender has appealed to newly-elected Delhi Chief Minister Arvind Kejriwal to intervene on his behalf.

A UK man has revealed his secret behind remaining hangover free for over 30 years - lining his stomach with the stomach of a cow.

Greg Bartlett believes that eating a pound of cow's tripe poached in milk and onions with bread and butter before festive drinking does not make you hungover the next day, the Mirror reported.

The former steel worker, 74, explained that tripe detoxifies the blood, and contains zinc, magnesium, potassium, iron and calcium, which makes for great hangover cure.

Ship involved in Antarctic rescue faces trouble

Canberra: An Australian icebreaker carrying 52 passengers who were retrieved from an icebound ship in the Antarctic was told to halt its journey home today after concerns that a Chinese vessel involved in the dramatic rescue may also become stuck in the heavy sea ice.

The icebreaker Aurora Australis had been slowly cracking through thick ice toward open water after a Chinese helicopter yesterday plucked the passengers from their stranded Russian research ship and carried them to the Aurora.

But this afternoon, the crew of a Chinese icebreaker that had provided the helicopter said they were worried about their own ship's ability to move through the ice.

The Aurora which was carrying the passengers to the Australian island state of Tasmania was told to stay in the area in case the Chinese icebreaker Snow Dragon needs help, according to the Australian Maritime Safety Authority's Rescue Coordination Centre, which oversaw the rescue.

The Snow Dragon, which is at the edge of the ice pack surrounding the Russian vessel, will attempt to push through the ice to open water early Saturday, when tidal conditions are most favourable.

The Aurora is waiting around 11 kilometres north of the Snow Dragon, said Lisa Martin, spokeswoman for the marine authority.

Authorities have not said what the next step would be if the Snow Dragon became stuck, but it is possible that the Aurora will utilise its icebreaking capabilities to assist the Chinese vessel.

The maritime authority said the decision to place the Aurora on standby was a precaution and noted there was no danger to anyone on board the Snow Dragon.

But it was yet another wrinkle in the highly complex rescue operation of those on board the Russian ship MV Akademik Shokalskiy, which got stuck in the ice on Christmas Eve.

A spot of clear weather yesterday finally allowed the multinational rescue operation after blinding snow, strong winds and thick sea ice forced rescuers to turn back time and again.

The twin-rotor helicopter, which is based on the Snow Dragon, took seven hours to carry the scientists and tourists in groups of 12 from the Russian ship to the Aurora.

Earlier, the passengers had linked arms and stomped out a landing site in the snow next to the Russian ship for the helicopter.

Now, software that can predict weather

Washington: Scientists have developed a new software that gives anyone the opportunity to know their community, state or country's weather activity for the day and months ahead.

Researchers from the National Autonomous University of Mexico (UNAM) designed the software Monitoring Climate Change (Moclic) through which it is possible to organise, store and operate geo-referenced data from climate elements.

Moclic can calculate bio and agroclimatic indicators, such as humidity, aridity, rain erosion and rainfall concentration, researchers said.

The software feeds on data from weather stations in any state or country, unlike current software that use global information, with which what happens in a small ranch regarding temperature can be known more accurately.

Francisco Bautista Zuniga, head of Monoclic project, points out that the software allows an agronomist to obtain annual rainfall records and relate them to the crops production figures for explanation of a possible event.

"Likewise, it is possible to identify desiccation processes in a region, which comes useful when considering the use of improved seeds that can resist droughts, or the optimisation of rainwater catching techniques, storage or types of irrigation," Zuniga said.

He said a physician can obtain information about the climatic tendencies of specific periods of time to know the behaviour of intestinal diseases in certain weather conditions.

Zuniga pointed out that knowing the tendencies regarding the change of atmospheric conditions is needed by every federal entity, since it can help taking measures prior to a possible flood.

"The use of Moclic with local data is of great importance because global models do not include land relief nor closeness to sea data, among others.

"The software is very simple and can be used by decision making characters, as governors, breeders, physicians, farmers, students, or anyone whose repercussions could have economic, politic or social effects," said Zuniga.

Ghaziabad: Ahead of the vote of confidence in Delhi Assembly tomorrow, Aam Aadmi Party legislator Vinod Kumar Binny today said the BJP and Congress should support the government over issues pertaining to the people.

"There are several public-related schemes which we are yet to implement. We have asked both Congress and BJP to support us, so that we are able to fulfil all public-related promises," he told reporters here.

Binny said Kejriwal has a throat infection and has been advised rest. "Despite this, Kejriwal would go to Delhi Assembly today. He will leave for Delhi Legislative Assembly from his house around I PM", he said.

Talking to reporters outside Kejriwal's residence, AAP leader Sanjay Singh said, "We have formed government in Delhi keeping 18 issues in mind. If AAP wins confidence vote, Kejriwal-led government would work on such issues".

Asked if AAP has 24 hours left to run the government, Singh said, "We don't know what would happen when the confidence motion comes up in the Assembly tomorrow".

The first session of the Delhi Assembly begins today and will continue till January 7 during which the Arvind Kejriwal-led government will seek a vote of confidence on the floor of the House. In the 70-member assembly, AAP has 28 MLAs, eight short of a majority.

AAP has the support of 8 MLAs of Congress, which is expected to see across the half-way mark. BJP has 31 members and its ally Akali Dal 1. AAP yesterday named first-time MLA M S Dhir as its candidate for Speaker's post.

Senior Congress MLA Mateen Ahmad will be the pro-tem speaker. A pro-tem Speaker presides over proceedings relating to taking of oath by new members and other business till the election of Speaker.
